Default Getting schocked

While checking the torque on the wheel lugs I keeped getting a strange sensation like a metal splinter in my hand. When I went under the trailer to check my brake wires, I grabbed a hold of the axle spring and realized that I was getting a mild shock. I was very sweaty. I grabbed my volt meter and pushed the positve lead into the gap in the spring leafs and touched the negative lead to the concrete surface of the driveway and got a reading of
26.7 volts AC. 0.2+/- volts dc. I was connected to my 30 amp service at the house. When I disconnected from the 30 amp service it stopped. Strange thing about this was that the jacks were down and should have acted as a ground?
Anyone have any thoughts on what may be happening, or has anyone experienced a similar situation?
